abstract = "O Brasil ainda n{\~a}o atingiu o status de na{\c{c}}{\~a}o
inovadora, dispondo de poucas organiza{\c{c}}{\~o}es entre as
que mais investem em P\&D no mundo. Em um ambiente de
disponibilidade limitada de recursos humanos e financeiros, {\'e}
fundamental sua gest{\~a}o otimizada para atender {\`a}s
pretens{\~o}es e necessidades nacionais de aumento da
competitividade de produtos e servi{\c{c}}os. Neste contexto,
propomos uma metodologia que suporte {\`a} tomada de decis{\~a}o
de investimento em projetos de capacita{\c{c}}{\~a}o
tecnol{\'o}gica por institui{\c{c}}{\~o}es p{\'u}blicas do
setor espacial brasileiro. A abordagem apresentada combina
aspectos de metodologias de desenvolvimento de novos produtos,
determina{\c{c}}{\~a}o de n{\'{\i}}veis de prontid{\~a}o
tecnol{\'o}gica, avalia{\c{c}}{\~a}o de projetos por
t{\'e}cnicas de op{\c{c}}{\~o}es reais e o conceito de
utilidade. Mostramos uma maneira de contornar o problema de se
aplicar t{\'e}cnicas de avalia{\c{c}}{\~a}o financeira em
projetos que ap{\'o}s sua conclus{\~a}o n{\~a}o gerar{\~a}o,
necessariamente, produtos a serem comercializados. Aplicamos a
metodologia proposta em um portf{\'o}lio de desenvolvimento
tecnol{\'o}gico fict{\'{\i}}cio (baseado em projetos reais do
INPE), com o objetivo de mostrar sua simplicidade e flexibilidade
para ser adaptada e adotada pelas organiza{\c{c}}{\~o}es
p{\'u}blicas nacionais do setor espacial, em particular, e
cient{\'{\i}}ficas, em geral. ABSTRACT: Brazil has not reached
the status of an innovative nation, therefore not having many
organizations among the ones with the largest investments on
research and development in the world. In an environment of
limited human and financial resources, it is fundamental their
optimized management to meet the national claims and needs related
to the competitiveness of products and services. In this context,
we propose herein a methodology supporting investment decision
making in technology development projects conducted by public
Brazilian space institutions. The presented approach combines
aspects of methodologies for new product development, assessment
of technology readiness level, project evaluation by real options
and the concept of utility. We present a way to circumvent the
problem to apply financial evaluation technics to projects that,
after their completions, will not generate necessarily products
for commercialization. We apply the proposed methodology on a
fictional technology development portfolio (based on real INPE
projects), aiming to show its simplicity and flexibility to be
adapted and adopted by national public space organizations, in
particular, and scientific organizations in general.",
